The Los Amigos Development Corporation, made up of a group of investors (Filipponi, Hoffman, Boneso, Thompson) purchased the property as described above and proceeded to submit a subdivision plan for Tract 2308 to the County, comprised of Phase I and Phase II. The Plan was called the Reichel/Boneso Plan and was approved on 20 April 1999.
This Plan specified 51 clustered residential lots ranging from 1.21 acres to 3.12 acres in size. The remaining 155.88 acres (lot 27) was declared to be Open Space.
Since County development regulations allowed a maximum of 26 residential lots on the property, the purchase of an additional 25 TDCs (Transfer Development Credits) to develop up to the planned 51 residential lots was required.
Steve Benoso/North Coast Engineering (formerly Reichel/North Coast Engineering) is identified as the engineering entity for the Plan.
On 14 December 1999 an Open Space Easement was granted to SLO County covering all of Lot 27 and defining that area to be classified and protected as Open Space. (doc.# 1999087542)
Lot 27 was deeded to the SLHOA on 29 December 1999 (doc.# 2000004372).
Marketing and Sales of the Spanish Lakes lots was performed by Home and Ranch Realtors located in Templeton.
Initial lot prices varied from $204,900 to $390,000. The first lot (lot 14) was sold on 30 June 2000 and the last lot (lot 47) sold on 16 August 2005, at which time the transfer of property control from Los Amigos Development Corp. to the SLHOA and the 51 individual property owners was complete.
The Spanish Lakes Homeowners Association, headed up by 5 Directors selected by vote of the Property Owners, manages the activities of the Development
The Spanish Lakes Development uses the Templeton Postal zip code, pays School Taxes to the Paso Robles School System and is located in an unincorporated part of San Luis Obispo County. It is allocated to the Rural El Pomar-Estrella area for Tax Assessor and County Planning functions.
